
On October 8, 2024, the Claiborne Parish Sheriff’s Office (CPSO) initiated an investigation following an attempt to introduce contraband into the Claiborne Parish Detention Center (CPDC). CPSO deputies were notified by CPDC employees about Jailan Turks, who had been detained at the CPDC facility. Turks had in his possession illegal narcotics and a firearm.
CPSO detectives were notified and initiated an investigation. During the investigation, it was discovered that CPDC employee Mark rRiley conspired with Turks, and at least two CPDC inmates to bring the illegal narcotics into the CPDC. The inmates at the CPDC were later identified to be Jamie Bates and Latravion Anderson.
CPSO Detectives were able to confirm the plans of the above listed suspects to introduce the narcotics into the penal facility.
Turks was arrested by CPSO on October 8, 2024. On October 17, 2024, CPSO Detectives obtained arrest warrants for Riley, Bates and Anderson. All subjects were arrested on that same date.
Claiborne Parish Sheriff Sam Dowies wanted to express his disappointment about having an employee participate in illegal activities. Subsequently, Sheriff Dowies terminated the former CPDC employee (Riley).
Sheriff Dowies is proud to have quality employees who are tasked with difficult jobs, and he supports his staff.
Sheriff Dowies said any attempts by private citizens, CPDC inmates, and CPDC employees to interrupt the mission of the CPDC will be met with serious consequences.

- JAMIE D. BATES (CPDC inmate) last known address: 225 Jefferson Drive Monroe, Louisiana 71203.
- LATRAVION D. ANDERSON (CPDC inmate) last known address Shreveport, Louisiana.
